Seminar on the safety framework of China's railway system was held in Beijing
On October 28th, 2018, the 7th China Railway System Safety Framework workshop was held in Beijing, by Beijing Jiaotong university, the University of York and London Metropolitan University jointly and supported by established track traffic Safety technology research center, by State Key Laboratory of Rail Traffic Control and Safety, National Engineering Research Center of Rail Transportation Operation and Control System, National Railway Traffic Safety assessment Research Centre and IRSE China Section.
China Railway System Safety Framework Workshop is an academic seminar planned and organized by the rail transit safety technology research center which is jointly established by Beijing Jiaotong university, the University of York and the city university of London. It is an influential international seminar in the field of rail transit system safety in China. Since the first seminar in 2010, six seminars have been successfully held, Each has established the research theme based on the frontier scientific issues of China's railway system safety. The seminar has has become an important academic exchange platform in the field of railway system safety in China and widely recognized and supported .
China has built the world's largest and busiest railway network, and the signaling system has come under increasing pressure as new lines are opened and existing lines are upgraded. There is no perfect standard system to guide, while facing the urgent time limit, how to establish the confidence in the system engineering through the safety evaluation mechanism, is the urgent problem to be solved in the development of China's rail transit. Based on the needs of rail transit signal engineering safety assessment in China, this seminar, with the theme of "exploring the technical strategy of rail transit signal engineering safety assessment in China", specially invited the technical experts of European railway engineering safety assessment, as well as domestic experts in the field of rail transit signal system design, assessment and certification, topics including demand of the engineering safety assessment, the safety and availability in engineering trade-offs, signal engineering safety management of the large data analysis, rail transportation signal project evaluation in China are discussed, mutual discussion for China rail transportation signal project safety assessment is feasible technical solutions.
The workshop was hosted by Professor Tang Tao, Dean of School of Electronic and Information Engineering as well as the director of the State Key Laboratory of Rail Traffic Control and Safety, Professor Tang firstly analyzed the current situation of independent safety assessment in the field of rail transit in China, then summarized the basic scientific theory and practice scheme of safety assessment and proposed the reflection on the implementation principle of signal system engineering assessment.
Hu Huafeng, director of Science and Information Department, Mo Zhisong, Zheng Sheng, Li Kai directors from Electricity Department of China Railway Corporation from and Shi Yang, deputy director of equipment Committee of China Urban Rail Transit Association attended the seminar. Director Mo Zhisong gave a speech on behalf of China Railway Corporation, he introduced the current planning and construction scale of the national high-speed railway network, and stressed the necessity and urgency of the safety assessment of the high-speed railway signal system project.
Representatives from China Railway Corporation, China Association of Urban Rail Transit Equipment Committee, Beijing Municipal Transportation Committee, local railway bureaus, urban rail transit construction management and operation units, research institutes, universities, research and development of signal enterprises, domestic and foreign independent agency attended the seminar, and had a warm discussion, and also gave prospects of the safety assessment of technical standard system in China.
